No. Under 49 CFR Part 366, a carrier operating commercial motor vehicles cannot self-file the BOC-3 in any FMCSA system - old or new. In Motus, the BOC-3 is submitted by a registered blanket process agent through the agent’s own Motus account, so there is nothing for you to file inside your own registration. The one narrow exception is unchanged from the URS era: brokers and freight forwarders that do not operate commercial motor vehicles may designate themselves as their own process agent in their home state under 49 CFR §366.4T(b).

Did my existing URS BOC-3 transfer to Motus?

How to File a BOC-3 in Motus

You cannot file the BOC-3 yourself inside Motus.Under 49 CFR §366, only a registered process agent can submit it - through the agent's own Motus account. What changed: URS is gone, Motus is the system of record

Motus is FMCSA's new registration system. It replaced the legacy URS registration flow and the older FMCSA Portal and L&I front-ends. Carriers, brokers, and freight forwarders now access their own registration through Motus using Login.gov, and process agents submit BOC-3 designations through their own, separate Motus accounts. Why there is no self-file option in your Motus account

The BOC-3 (Designation of Process Agents) exists under 49 CFR Part 366 to put an agent on record in each state who can accept legal service of process on your behalf. Because the designation is a representation by the agent - not by the carrier - FMCSA has always required that a registered process agent make the filing. Carriers operating commercial motor vehicles could not self-file in URS, and they cannot self-file in Motus. The only exception, unchanged by the transition: brokers and freight forwarders that do not operate commercial motor vehicles may designate themselves in their home state under 49 CFR §366.4T(b). Login.gov and IDEMIA: for your registration, not your BOC-3

Motus verifies user identity through Login.gov with IDEMIA identity proofing. You will go through that verification for the parts of registration you complete yourself - the authority application, record updates, and other carrier-side steps. The BOC-3 is not one of those steps: it never passes through your login, so an identity-proofing delay on your side does not delay our filing.
