BOC-3 Filing

By Korey Sharp-Paar · Founder, FastBOC3 Filing

Your current BOC-3 process agent - the "blanket company" that filed for you - is listed in FMCSA's free Licensing & Insurance (L&I) records. Search your carrier record by USDOT or MC number at li-public.fmcsa.dot.gov and open the BOC-3 / process-agent section. FMCSA is moving these records into its new Motus system, where the same information is available.

If you hold FMCSA operating authority, a process agent was named on your behalf when your BOC-3 was filed — but plenty of carriers do not know who that agent is. Maybe a startup service set it up, maybe you bought the authority, or maybe your old provider started charging an annual fee and you want out. The good news: the answer is on file with FMCSA, and looking it up is free.

Where your process agent is recorded

When a BOC-3 is filed, FMCSA records the “blanket company”— the process-agent provider that designated agents in every state for you. That record lives in FMCSA's Licensing & Insurance (L&I) system, which is public and free to search.

How to look up your BOC-3 process agent

  1. Open the FMCSA Licensing & Insurance carrier search at li-public.fmcsa.dot.gov.
  2. Search by your USDOT number, MC / docket number, or legal company name.
  3. Open your carrier record and find the BOC-3 / process-agent section.
  4. The blanket company listed there is your process agent on file — that is who to contact to review, change, or cancel the designation.

Want to confirm the filing actually posted while you are there? Our guide on checking a BOC-3 on SAFER walks through the companion lookup.

What if nothing shows up?

A blank BOC-3 record means no active process-agent designation is on file. Under 49 CFR Part 366you must have one before your operating authority can activate, and a lapsed designation can lead FMCSA to revoke authority. The fix is simple: have a process agent file a BOC-3 for you — it can usually be on record the same business day. For BOC-3-specific questions, FMCSA's line is 1-800-832-5660.

How to change the agent on file

You do not formally “cancel” an old process agent to switch. Because only one BOC-3 can be on file at a time, having a new process agent file a fresh Form BOC-3 automatically replaces the previous designation. If you are leaving a provider that charges recurring fees, see how to switch your process agent.

What is changing with Motus

FMCSA is replacing the L&I system as part of its move to Motus, its new registration system. Existing L&I records remain viewable and are being migrated into Motus, so the same process-agent information stays available — just in a modernized place over time.

Frequently Asked Questions

How do I find out who my BOC-3 process agent is?

Look up your carrier record in FMCSA's free Licensing & Insurance (L&I) system at li-public.fmcsa.dot.gov. Run a carrier search by your USDOT number, MC/docket number, or legal name, open your record, and view the BOC-3 / process-agent section. It shows the "blanket company" (process-agent provider) that filed your designation. FMCSA is moving this data into its new Motus system, where the same information is available.

Is there a fee to look up my process agent?

No. Searching FMCSA's Licensing & Insurance records is free and public. You only pay if you need to file a new or replacement BOC-3, which a registered process agent does on your behalf.

What if no BOC-3 or process agent shows on my record?

A blank BOC-3 record means no active process-agent designation is on file. Under 49 CFR Part 366 you must have one before operating authority can activate, and a lapsed BOC-3 can lead FMCSA to revoke authority. The fix is to have a process agent file a BOC-3 for you - it can usually be on file the same business day.

How do I change the process agent on file?

You change providers by having a new process agent file a fresh Form BOC-3. Because only one BOC-3 can be on file at a time, the new filing automatically replaces the old designation - you do not have to formally cancel the previous one first.
