FMCSA Compliance

An MC or docket number is assigned when FMCSA accepts your application. Operating authority is not granted until the 10-day protest period after the FMCSA Register notice passes and FMCSA has both your insurance filing and your BOC-3 on file. The docket number alone is not a grant of authority.

  • An MC or docket number is assigned at application. A grant of operating authority comes later.
  • Two filings, insurance and a BOC-3, plus the 10-day protest period, sit between the docket and a grant.
  • FMCSA's estimate for a new URS application is 20-25 business days, longer if the agency reviews it further.
  • FMCSA's authority fee and the $75 service fee are different charges.
  • MC Watch monitors status. It does not speed up FMCSA.

MC number assigned vs. authority granted vs. USDOT number

These three labels show up on the same application, and they do not mean the same thing.

Three records on a new authority application.
RecordWhat it is
USDOT numberThe company's safety identifier. It is assigned for the safety record. It is not a grant of operating authority.
MC number assignedThe docket number (MC, FF, or MX) FMCSA assigns when the operating-authority application is on file. Assignment is not the grant.
Authority grantedPermission to operate under that authority. It waits on the protest period and on the two filings below.

The two filings and one waiting period

A pending authority has two filings and one waiting period. It is not a list of three filings.

  1. BOC-3. The designation names a process agent for service of legal papers. For what that form is, see what a BOC-3 is.
  2. Insurance, filed by your insurer. FMCSA's insurance filing requirements say a financial responsibility provider must file the forms. For a for-hire property carrier the chart lists BMC-91 or BMC-91X. A broker's financial responsibility on that chart is a BMC-84 or BMC-85, filed by the surety, not by the broker.
  3. Protest period. Third parties have 10 days after the FMCSA Register notice ( 49 CFR 365.203T).

FMCSA's insurance page states the deadline and the dismissal window (checked 2026-10-24):

If the entity fails to comply within 20 days from the date of publication in the FMCSA Register, an FMCSA decision will be served notifying the entity that their application will be dismissed unless they comply with the requirements within 60 days.

If the application is dismissed, FMCSA's dismissed-application FAQ is the page that describes applying again.

FMCSA's Get Operating Authority page lists permanent authority at $300 for each kind of authority, and it says there are no refunds (checked 2026-10-24). That $300 is paid to FMCSA. It is not part of the $75 or $125 service fee.

How to check each on L&I

FMCSA's Get Operating Authority page, checked 2026-10-24, still describes a search on the Licensing and Insurance website: enter the MC number or USDOT number, open the HTML result, and read Authority History. That page was last updated April 20, 2026.

Filing in L&I was retired on May 14, 2026, and L&I now shows historical records only. Check a current BOC-3 in FMCSA's Motus public search. L&I is historical-only since May 14, 2026, so it is the wrong place for a filing made after that date.

Open the Motus public search. Enter your USDOT number or company name (not your MC number). Open the operating authority, then the Process Agent (BOC-3) Details tab.

The insurance filing is on that same operating-authority record.SAFER's Company Snapshot shows operating-authority status. It does not show a BOC-3. Beside this step, check MC status.

Status words you will see while the application is open. checked 2026-10-24.
StatusWhat it means
PendingFMCSA has the application and has not granted the authority.
ActiveFMCSA has granted the authority.
InactiveThe authority is not in service. On SAFER's Company Snapshot that status reads as not authorized when the authority has not been granted.
DismissedFMCSA has dismissed the application. Applying again is a new application.

Timelines

This sentence is FMCSA's estimate for new applicants who use the Unified Registration System. It is separate from our service timing line.

URS applications (new applicants only) may take 20-25 business days, unless they are subject to further review by the agency, in which case it could take an additional 8 weeks or longer

FMCSA, Get Operating Authority (checked 2026-10-24)

FMCSA also says US Mail applications from existing carriers may take 45-60 business days. Those figures are the agency's estimates. They are not a date we can set.

If it's stuck

Confirm the two filings, then see whether the application was dismissed.

  • Ask the insurer, or the surety for a broker bond, whether the filing was sent and accepted.
  • Confirm the BOC-3 shows on the Motus record, using the USDOT number or the legal name.
  • If FMCSA dismissed the application, the dismissed-application FAQ is the next page to read.

FMCSA's own channels are the phone number and the web form on the Get Operating Authority page. FastBOC3Filing is a private filing service, not FMCSA.

To name a different process agent, see how to switch process agents. How a one-time fee compares with a yearly fee is on one-time vs annual fee. After FMCSA grants the authority, follow the new carrier checklist.

The standard filing is $75, charged once. The Authority Package is $125, charged once. It adds priority handling in our queue, MC Watch, the compliance vault, and renewal reminders. MC Watch is status monitoring: FMCSA's records are watched, and the BOC-3 is filed once the MC number is issued. It does not speed up FMCSA.

Order by 4 PM ET on a business day, filed that day once your MC is issued.

Frequently Asked Questions

Can I haul while pending?

If your operation requires interstate operating authority, don't operate under that authority until FMCSA grants it. FMCSA's Get Operating Authority page lists operations that do not need that authority: private carriers that transport their own cargo, for-hire carriers that exclusively haul exempt commodities, and carriers that operate only inside a federally designated commercial zone. Checked 2026-10-24.

Who files insurance?

A financial responsibility provider files it. FMCSA's insurance filing page says that once an entity applies for operating authority, a financial responsibility provider must file the appropriate insurance forms on the applicant's behalf. For a for-hire property carrier the chart lists BMC-91 or BMC-91X. The carrier does not file those forms. Checked 2026-10-24.

What if a filing is never received?

FMCSA's insurance filing page says that if the entity fails to comply within 20 days from the date of publication in the FMCSA Register, an FMCSA decision will be served notifying the entity that their application will be dismissed unless they comply with the requirements within 60 days. A dismissed application is handled by applying again, as FMCSA's dismissed-application FAQ describes. Checked 2026-10-24.

What's next after activation?

After FMCSA grants the authority, follow the new carrier checklist for UCR registration, the MCS-150 update, and keeping the insurance filing and the BOC-3 on file.
